Closed Offers Announcement for the Supply of Heating Fuel to Community Centers
تعتزم منظمة إحياء الأمل التعاقد لتوريد وقود تدفئة من النوع الأول إلى المراكز المجتمعية في حلب (الكلاسة)، وجسر الشغور، وكنسبا في ريف اللاذقية، وفقًا للمواصفات والشروط المحددة في دفتر الشروط.
ستُقيَّم العروض على أساس المطابقة الفنية والجودة ومدة التسليم وعرض التكلفة، ولن يُنظر في العرض المالي ما لم يُقبل العرض الفني.
ملاحظات هامة للمشاركين في العطاء:
- يُقدَّم العرض في ظرفين منفصلين ومختومين: ظرف للوثائق الداعمة ومعلومات المورد والعرض الفني (الملحق 1)، وظرف مستقل لعرض التكلفة (الملحق 2).
- يجب ختم وتوقيع الملحقات الفنية والمالية، وألا يتضمن العرض الفني أي إشارة إلى الأسعار.
- يجب ألا تقل صلاحية العرض عن تسعين (90) يومًا.
- تُرفق عينة وقود بحجم 2 لتر، وصورة هوية أو إثبات شخصية، وصورة ترخيص الشركة إن وجدت، إضافة إلى مراجع أو إثباتات أعمال سابقة.
جميع التفاصيل والمواصفات الفنية مدرجة في دفتر الشروط، لذا يرجى الالتزام التام بها عند تقديم العروض.

HRO intends to contract for the supply of first-class heating fuel to the community centers in Aleppo (Al-Kallaseh), Jisr Al-Shughur, and Kansaba in rural Lattakia, in accordance with the specifications and conditions stated in the Tender Dossier.
HRO will evaluate bids based on technical compliance, quality, delivery time, and cost. The financial offer will be considered only if the technical offer is accepted.
Important Notes for Bidders:
- Submit the bid in two separate sealed envelopes: supporting documents, vendor information, and the technical proposal (Annex 1) in Envelope 1; and the cost proposal (Annex 2) in Envelope 2.
- Stamp and sign all technical and financial annexes, and do not include any price reference in the technical offer.
- The offer must remain valid for at least ninety (90) days. Attach a 2-liter fuel sample, a copy of an ID document, a company license if available, and references or evidence of previous work.
