Request for Quotations: Final External Evaluation Service
تعلن منظمة إحياء الأمل (HRO) عن رغبتها في التعاقد مع استشاري فرد أو شركة استشارية مستقلة ومؤهلة لتنفيذ التقييم الخارجي النهائي لمشروع «دمج خدمات الصحة النفسية والدعم النفسي الاجتماعي مع الخدمات الصحية في شمال غرب سوريا (إدلب وحلب)»، والذي يغطي فترة التنفيذ من 1 أيلول 2023 حتى 31 آب 2026.
هدف ونطاق التقييم: تقييم الأثر والإنجازات والتحديات والدروس المستفادة، وتقديم توصيات عملية لتحسين البرامج المستقبلية. يشمل التقييم المرافق الصحية والفرق الجوالة في مناطق عمل المشروع بمحافظتي إدلب وحلب، ويغطي المستفيدين المباشرين وغير المباشرين والكوادر الصحية وقادة المجتمع.
المعايير والمنهجية: يُنفذ التقييم وفق معايير OECD-DAC الستة: الملاءمة، والفعالية، والكفاءة، والاستدامة، والأثر، والاتساق، إضافة إلى محور جمع التمويل وتعبئة الموارد. على مقدم العرض اقتراح منهجية مختلطة وخطة عينات واضحة، مع تثليث البيانات ومراعاة المرونة والقيود المنهجية والالتزام بالموافقة المستنيرة والسرية وعدم الإضرار والحماية وأمن البيانات.
المخرجات: تقرير بدء يتضمن المنهجية والأدوات، ومسودة تقرير التقييم، وتقرير نهائي بصيغة Word مع عرض PowerPoint، وقواعد بيانات منقحة، وأي نماذج مرتبطة تعتمدها المنظمة.
المؤهلات والتقديم: يشترط التسجيل القانوني والاستقلالية عن المنظمة، وخبرة لا تقل عن خمس سنوات في تقييم برامج المنظمات الإنسانية، وخبرة ذات صلة بالبرامج الممولة من المانحين أو برامج الصحة النفسية والدعم النفسي الاجتماعي، ومعرفة بالسياق السوري، وقدرات قوية في التحليل وإعداد التقارير. يتضمن ملف التقديم عرضًا فنيًا، ومنهجية ومصفوفة تقييم وخطة عمل وجدولًا زمنيًا ونماذج أعمال سابقة، وعرضًا ماليًا مقطوعًا مفصلًا، والوثائق الإدارية المطلوبة.
تقييم العروض: القدرة الفنية وفهم المهمة 30%، جودة نماذج الأعمال 30%، المنهجية وخطة العمل 20%، والعرض المالي 20%.

- يجب أن يتكوّن العرض الكامل المرسل عبر البريد الإلكتروني من ملفين/مجلدين منفصلين ومسمّيين بوضوح، وفقًا لما يلي:
الملف/المجلد الأول: الأوراق الثبوتية، معلومات المورد والشركة، والعرض الفني (الملحق 1).
الملف/المجلد الثاني: العرض المالي / عرض التكاليف (الملحق 2).
- يجب على العارض ختم وتوقيع دفتر الشروط الفني والمالي وكافة الملاحق ذات الصلة، ويُعد ذلك إقرارًا والتزامًا منه بجميع الشروط والمواصفات والمتطلبات الواردة فيها وفي العرض المقدم.

HRO invites qualified and independent individual consultants or consulting firms to submit quotations for the final external evaluation of the project “Integration of MHPSS Services with Health Services in Northwest Syria (Idleb and Aleppo),” covering the implementation period from 1 September 2023 to 31 August 2026.
Purpose and scope: Assess the project’s impact, achievements, challenges, and lessons learned and provide practical recommendations for future programming. The evaluation will cover supported health facilities and mobile teams across project locations in Idleb and Aleppo, including direct and indirect beneficiaries, health staff, and community leaders.
Criteria and methodology: The evaluation will apply the six OECD-DAC criteria—relevance, effectiveness, efficiency, sustainability, impact, and coherence—and assess fundraising and resource mobilization. Applicants must propose a robust mixed-methods approach, a clear sampling strategy, data triangulation, flexibility, and mitigation of methodological limitations, while ensuring informed consent, confidentiality, do no harm, safeguarding, and data protection.
Deliverables: Inception report with methodology and tools; draft evaluation report; final report in Word with PowerPoint slides; clean datasets; and any related HRO forms.
Qualifications and submission: Applicants must be legally registered and independent from HRO, have at least five years of NGO or humanitarian programme evaluation experience, demonstrate relevant donor-funded humanitarian or MHPSS experience, understand the Syrian context, and possess strong analytical and reporting skills. The submission must include a technical offer, methodology, evaluation matrix, work plan, timeline, relevant samples, a detailed lump-sum financial offer, and the required administrative documents.
Evaluation weights: Technical capacity and understanding 30%; quality of work samples 30%; proposed methodology and work plan 20%; financial offer 20%.

1. The complete proposal submitted via email must consist of two separate, clearly labeled files/folders, as follows:
File/Folder 1: Supporting documents, supplier and company information, and the technical proposal (Annex 1).
File/Folder 2: Financial proposal / cost proposal (Annex 2).
2. The bidder must stamp and sign the technical and financial specifications document and all relevant annexes; doing so constitutes an acknowledgment of and commitment to all terms, specifications, and requirements contained therein and in the submitted proposal.
