تسعى منظمة إحياء الأمل (HRO) إلى التعاقد مع شركة تدقيق مالي خارجي مستقلة ومؤهلة لتقديم رأي مهني ومستقل حول البيانات المالية الخاصة بمشروع “دمج خدمات الصحة النفسية والدعم النفسي الاجتماعي مع الخدمات الصحية في شمال غرب سوريا”.
- فترة التدقيق: تغطي الفترة من 1 أيلول/سبتمبر 2023 وحتى 31 آب/أغسطس 2026.
- حجم العينة الخاضعة للتدقيق: 25% من إجمالي المعاملات والمستندات.
- المعايير المعتمدة: المعايير الدولية للتدقيق (ISA) ومتطلبات المانحين.
- نطاق العمل الأساسي:
- المراجعة المالية (البيانات المالية، الميزانية مقابل المصروفات الفلية، كشوفات البنك، الصندوق، الأجور، المشتريات).
- مراجعة الامتثال لشروط اتفاقية المنحة وسياسات المنظمة الداخلية.
- تقييم أنظمة الضبط والرقابة الداخلية وإدارة المخاطر.
مراجعة مدى توافق صرف الميزانية مع الأنشطة البرامجية.

- يجب أن يتكوّن العرض الكامل المرسل عبر البريد الإلكتروني من ملفين/مجلدين منفصلين ومسمّيين بوضوح، وفقًا لما يلي:
الملف/المجلد الأول: الأوراق الثبوتية، معلومات المورد والشركة، والعرض الفني (الملحق 1).
الملف/المجلد الثاني: العرض المالي / عرض التكاليف (الملحق 2).
- يجب على العارض ختم وتوقيع دفتر الشروط الفني والمالي وكافة الملاحق ذات الصلة، ويُعد ذلك إقرارًا والتزامًا منه بجميع الشروط والمواصفات والمتطلبات الواردة فيها وفي العرض المقدم.

HRO is seeking to engage a legally registered, qualified, and independent external audit firm to provide an independent audit opinion on the project titled “Integration of MHPSS services with health services in Northwest Syria (Idleb and Aleppo)”.
- Audit Period: Covering the implementation period from September 01, 2023, to August 31, 2026.
- Audit Sample Size: 25% of project transactions.
- Applicable Standards: International Standards on Auditing (ISA) and donor requirements.
- Main Scope of Work:
- Financial Review (Financial statements, budget vs. actual expenditures, bank reconciliations, payroll, procurement).
- Compliance Review (Signed grant agreement, HRO policies, and donor regulations).
- Internal Controls Assessment (Financial management, segregation of duties, and risk management).
Programmatic Alignment Review (Verifying budget utilization against completed activities).

1. The complete proposal submitted via email must consist of two separate, clearly labeled files/folders, as follows:
File/Folder 1: Supporting documents, supplier and company information, and the technical proposal (Annex 1).
File/Folder 2: Financial proposal / cost proposal (Annex 2).
2. The bidder must stamp and sign the technical and financial specifications document and all relevant annexes; doing so constitutes an acknowledgment of and commitment to all terms, specifications, and requirements contained therein and in the submitted proposal.
