Description

Role and responsibilities

The Information Technology (IT) Officer will manage the overall technology infrastructure for HRO including planning, implementation and management of the software applications and hardware infrastructure that supports HRO operations. The IT Officer will be involved in systems administration including general computer support, upgrades, software installations, license management, network management, deployment of equipment, inventory tracking, end-user support, and providing user training on use of common business applications.

Generic responsibilities:

  • Manage the overall technology infrastructure for HRO.
  • Adhere to HRO policies, guidance, procedures and the HRO IT Strategy.
  • Work directly with vendors to schedule repairs and maintenance.
  • Deliver timely and high quality IT hardware, software and services to the country programme.
  • Maintain Internet and network connectivity in HRO’s offices.
  • Ensure all HRO systems are fully compliant with information security requirements and data security standards.
  • Maintain documentation of processes, procedures, and troubleshooting guides.
  • Test new equipment and applications and provides thorough feedback.
  • Introduce new staff to HRO systems using the IT induction guidelines.
  • Managing multiple cases at one time.

 

Network Administration:

  • Planning, evaluation and design of Network Services such as: internet communication, LAN, WAN, VPN, SNMP, Printers, DHCP.
  • Use technical expertise to undertake regular network monitoring, maintenance and troubleshooting considering long term implications of actions.
  • Implementation and support of IT infrastructure including remote access infrastructure.

Internet provision

  • Is the focal point for the configuration of the internet provision setup, receives any requests or complaints and liaises with the supplier to solve them.
  • Monitors the reliability and efficiency of internet provision services and equipment for all HRO offices.
  • Provides technical feedback on alternative internet provision options available, and supports the selection process.
  • Ensure internet availability and monitor the bandwidth to verify it is being utilized fairly and efficiently among the various HRO applications.

Data management and security:

  • Participates in the design, selection and implementation of technical solutions for data storage, sharing and security at mission level, in coordination with field and HQ teams.
  • Supervises the data backup and data security procedures at mission level and ensures required technical means (hardware, antivirus, networks) are available and operational.
  • Implementation of the data backup procedure, through regular reminders and verifications with all departments.
  • Ensures all computers use an updated antivirus.
  • Once the mission migration to office 365 is completed, supports users in getting started with office 365 tools.
  • Checks that each user has a correct configuration of OneDrive for their local data backup.
  • Configures correctly the routers to secure each base environment.
  • Reports any issue or breach of data security procedures.

IT park, Maintenance and Support:

  • Receives requests and provides technical support for maintenance of IT equipment, either through internal or external solutions.
  • Followsup on the condition and capacity of the IT park at mission level, consolidates needs for maintenance, replacement and procurement, and reports them to the Admin Manager.
  • Provides support for purchases of IT equipment (needs definition, specifications, evaluation of offers).
  • Track and control the movement of equipment between sites and temporary off site work.
  • Install, maintain, troubleshoot, and update operating systems and user applications, and provide software and system troubleshooting and support.
  • Provide technical support and supervision to IT Assistants in field offices on a daily basis, and visit them periodically to ensure all IT operations are working properly and are fully compliant with HRO IT’s standards.
  • Schedule software upgrades and patching proactively.
  • Ensure that all software on HRO computers and networking equipment is licensed.
  • Track license and support contracts to ensure notification of renewal timeframe.
  • Install, maintain, troubleshoot, and repair wired and wireless networks infrastructure.
  • Check antivirus software periodically and ensure all HRO computers are well protected and updated against latest security threats.
  • Keep record of the IT department’s assets, licenses, accounts and all relevant info in well organized, updated, and consistent soft copies.
  • Provide procurement assistance including, but not limited to, researching solutions, engaging with potential vendors, making recommendations for product purchases and evaluating bids.

Emails management:

  • Is the focal point for all issues related to email addresses management: receives requests, and followsup for all addition or configuration of email addresses.
  • Followsup all email addresses setup and access information at mission level, and ensures confidentiality of this information.

Competencies:

Professional Competencies:

  • Degree in Computer Science or Information Technology.
  • At least 2 years experience.
  • Certification in Microsoft, Linux, or Cisco is advantageous.
  • Prior experience in tech support, desktop support, or a similar role.
  • Proficiency in Windows/Linux/Mac OS.
  • Experience with remote desktop applications and help desk software.
  • Proficiency in English & Turksih, both written and spoken.
  • Good command of commonly used software (Word, Excel, PowerPoint, etc..)
  • Experience with relevant infrastructure technologies such as Microsoft SQL Server, Microsoft Exchange Server, Office365, SharePoint, Azure Portal, Domain Management Issue, G-suite, WP Backednd administrator)
  • Experience with routing and switching hardware and software.
  • Experience with wireless networking technology.
  • Experience with information security best practices.
  • Taking care with Enterprise Resource Planning (ERP) Software.
